The police have been unable to record an official statement from 21-year-old Hawwa Yumn Rasheed, who was found with critical injuries on the roof of Henveiru Mitaaz in Male' on April 18.
Police did not say why they have been unable to get a statement 110 days after the incident.
The Presidential Commission formed to investigate the incident has also been dissolved after publishing the inquiry report. The commission recorded statements from 69 individuals, but they did not include Yumn.
The inquiry report concluded that it is unlikely Yumn was pushed off the Henveiru Fentenoy building. But it decided that 22-year-old Ahmed Raud, who was there at the time, was negligent by not helping Yumn after her fall.
The police earlier said they were seeking assistance from Malaysian police to record Yumn's statement because her family was not cooperating. Yumn was evacuated for medical treatment in Malaysia.
But the family said the police did not formally request a statement for the investigation.
