President Dr. Mohamed Muizzu has directed two government ministries to implement the recommendations outlined in the final report of the Special Presidential Commission into the fall of Hawwa Yumn Rasheed on April 18.
Yumn, 21, was found on the roof of Henveiru Mitaaz nearly three hours after her ninth-floor fall from Henveiru Fentenoy. She sustained severe injuries but is recovering in Malaysia.
The recommendations to the Homeland Security Ministry include revising the standard operating procedures (SOPs) of the police, conducting staff training, investigating employee negligence and enforcing disciplinary action to prevent recurrence of such failures.
Muizzu also ordered a comprehensive investigation into the events of the morning of April 18, citing inconsistencies in statements given by Daudh Ahmed to the police and the commission.
Witness testimonies placed Daudh at Henveiru Maira, where he was seen answering the door to meet his brother Raudh Ahmed Zilal, thereby implicating him in the incident and exposing false testimony.
The commission also found that leaving Yumn without medical assistance after her fall was unacceptable, even from a humanitarian standpoint and concluded that Daudh and others who interacted with Raudh shared responsibility for failing to report it to the appropriate authorities.
Muizzu's instructions to the Health Ministry addressed several shortcomings at Indira Gandhi Memorial Hospital (IGMH) and its Family Protection Unit (FPU), which fall under the ministry’s jurisdiction.
Homeland Security Minister Ali Ihusaan earlier said action would be taken regarding the findings of the commission's report. However, the government has not yet announced whether any action has been taken.
