The public finance regulations have been amended to allow cabinet-approved essential projects without bidding.
According to the amendment, projects can be awarded without a bid if the cabinet or a cabinet committee determines they are projects that improve living standards.
"Projects that improve the living standards and basic needs of the people and special projects for security services may be submitted to the ministry by a relevant state office and under rules specified by the ministry, the cabinet or a cabinet committee can allow chosen projects to continue under single-source procurement," the amendment stated.
The public finance rules already had procedures for awarding projects and procuring materials without bidding. But the cabinet was not previously authorized to choose the projects to proceed without bidding.
Work is already awarded without a bid in cases of emergency and for national security reasons.
The amendment to the public finance regulations was gazetted yesterday by the Finance Ministry.
