A group of people protested against First Lady Fazna Ahmed as she went door to door at the Hiya flat towers on Sunday.
Videos circulating on social media show protesters screaming at her and using obscene language.
A person was arrested from the Hiya flats area for creating a disturbance, the police said.
In a message posted on social media after the incident, Fazna said two opposition supporters harassed and followed her as she went door to door in Hulhumale'.
"We benefited because of this vulgar act. People came, shook my hand, patted me and asked to take photos with me. What's more, I received invitations to go to flats that I wasn't scheduled to visit," she wrote, noting that the two alleged harassers had alerted residents to her presence.
Fazna said she has been in public spaces before but never faced harassment. The opposition candidate did not answer his phone when Hulhumale' MP Ali Niyaz called him at the time, she said.
Fazna assured that she would visit the Hiya flats again.
The Hiya towers were built during former President Abdulla Yameen's administration. Each of the 16 Hiya towers has 25 floors.
President Ibrahim Mohamed Solih came second in the first round of the presidential election held on September 9 with 39 percent of the vote. Opposition candidate Dr. Mohamed Muizzu took the lead with 46 percent of the vote.
Ilyas Labeeb from The Democrats finished third with seven percent of the vote.
