The Gadhdhoo Council is reportedly issuing fraudulent driver's licenses in exchange for payments of up to MVR 9,000. The scheme bypasses mandatory exams and allegedly involves multiple council employees. Hundreds of people are believed to have obtained these illicit licenses through the long-standing operation.
