The government has decided to reclaim part of Baa Dharavandhoo, just a kilometre away from the protected Hanifaru Bay area.
According to documents obtained by Adhadhu, the lagoon area closest to Hanifaru Bay will be reclaimed under the project.
Experts have previously expressed concern over similar plans to reclaim nearby Dhonfanu island because it will have a negative impact on Hanifaru Bay.
Hanifaru Bay is a world-renowned UNESCO Biosphere Reserve and Marine Protected Area famous for hosting the world's largest seasonal gatherings of manta rays and whale sharks.
It covers an area of 529 hectares. The reefs in the area are used as cleaning stations by the mantas. There is a USD 20 fee to snorkel in the area and scuba diving is banned.
Hanifaru Bay was previously damaged when the overwater villas of Kihaa Resort, two kilometres away, were built.
This means the area faces more concerning impacts if Dharavandhoo, just a kilometre away, is reclaimed.
