Estonia discloses MoU with Maldives in response to RTI

The Estonian government has released the MoU with the Maldives on political consultations in response to a Right to Information (RTI) request submitted by a Maldivian national.

Abdulla Shaheed, who is studying for his PhD in the UK, wrote in a post on social media X that the Estonian government shared the MoU with him after he submitted an RTI seeking the information. He also shared a copy of the MOU.

"Hopefully Maldives will get there too, in time," he wrote, praising the Estonian government for swiftly responding to his RTI request in compliance with the laws.

The MoU was signed during President Mohamed Muizzu's visit to Estonia in January 2025. It states that both countries will cooperate in agreed areas.

While the Estonian government had shared the document with a Maldivian national, the Muizzu administration refuses to disclose any MoUs with other countries.

When RTIs are filed, the government declines to provide this information, citing a non-disclosure provision under the RTI Act.

The Muizzu administration has also refused to disclose the agreements it promised to disclose before coming to power.
