The list of terrorist groups was publicized today without excluding Hay'at Tahrir al-Sham (HTS) which overthrew the Syrian government.
After years of civil war against the 24-year-long regime of Bashar al-Assad, HTS took control in early December.
Experts say HTS was formed through the Islamic State (IS) group which began in the Middle East in the early 2000s.
Some Maldivians are members of HTS and Adhadhu earlier reported the involvement of Maldivians in Syria to overthrow the Syrian government.
The list also includes Jabhat al-Nusra which has Maldivian members. A total of 20 groups have been listed and the whole of Syria has been declared a war zone.
According to the Prevention of Terrorism Act, it is an offence to travel to an area designated as a war zone.
The law requires the list to be updated and publicized every year. But the list gazetted today had no changes compared to last year.
According to the gazetted document, the new list was published with consultations from the National Security Council.
While the list was published on the last day of the year, Adhadhu has previously sought the reason for delays. But the government did not respond.
