The government on Wednesday scrapped the policy for accepting unsolicited proposals without a competitive bidding process.
The policy for accepting proposals without a bid announcement was enacted by former President Ibrahim Mohamed Solih's administration under the public finance regulations. The rules allowed proposals to be submitted under two categories:
- Proposals related to projects that would assist reaching the government's development targets despite not fitting any project announced by the government
- Proposals submitted to achieve objectives stated in the government's strategic development plan in an innovative and self-sufficient manner.
It is unclear whether a project had been awarded for any unsolicited proposal. Despite the repeal of the regulations, the public finance rules do not pose any legal obstacle for the government to continue accepting such proposals.
