Adhadhu has obtained a list of individuals whose passports have been withheld for three months, preventing them from leaving the country. This is linked to an ongoing investigation into allegations of preparing fake documents and selling land to people who were not eligible for land under the Binveriya scheme.
A joint criminal investigation by the police and the Anti-Corruption Commission (ACC) is underway. No one has been formally charged in relation to the issue yet.
However, under a court order issued yesterday, the passports of 20 individuals have been seized, and they are prohibited from leaving the country until 19 March 2025. Among those affected are HDC Managing Director Ibrahim Fazul Rasheed and his brother Mohamed Fazeel Rasheed.

The first nine individuals on this list are HDC board members. Fathimath Mizna Ali, the Deputy Minister of Defence and wife of IGMH CEO Ibrahim Abdul Razzaq Haleem, is the only board member whose passport was not withheld.
The list also includes officials from the Housing Ministry, as well as Mohamed Arif, Senior Executive Director of the MDP government. Fazeel and Abdul Majeed Mahir, who possess land not listed under the Binveriya scheme, are also on the list.
The issue surrounding these lands first came to light in July when Fazeel and Majeed applied for a boundary wall permit for Lot No. 20768, which was allocated under the Binveriya Scheme. The Housing Ministry has since clarified that these men did not receive land under the scheme.
Despite this, the HDC approved Fazeel’s permit, and construction of the wall has recently been completed.
The investigating authorities have not yet revealed how Majeed, who is registered in Haa Alif Dhidhoo, managed to obtain land under the Binveriya scheme. Fazeel’s name is not on the eligible list for the scheme.
Fazeel claimed he received a certificate of land receipt under the Binveriya scheme from the previous government, according to police. However, the police have not yet confirmed the authenticity of these claims.
